ASMAL: REPLY TO DEBATE ON EDUCATION BUDGET VOTE

The absorption of colleges of education into the higher education system will be concluded this year. It is therefore time for a thorough investigation of supply and demand factors in education, and a survey is currently being conducted by the Department of Education which will inform our proposed national plan for teacher education. So, not only is the registration of private higher education institutions (and indeed any private education institutions) a constitutional duty laid on the ... [highlighted result]

ASMAL: EDUCATION BUDGET VOTE

The education system is so riddled with problems and inefficiencies that we should not throw good money after bad." Yet others might say, "Governments can't manage education services. However, Madam Speaker, Vote 8 contains no funds to support provincial education systems, other than conditional grants to assist provincial education departments to carry forward innovative work in capacity building and quality improvement. There is a disjunction, often noted in this House, between the ... [highlighted result]

NZIMANDE: PUBLIC WORKS BUDGET VOTE

Emerging Contractor Development Programme Minister Sigcau has already contextualised the Emerging Contractor Development Programme. Improvements however is noticeable as in February 2000, for all six regional offices, non-ECDP contractors got R5,3 million as opposed to R5 million for ECDP contractors. As an example of our gender awareness, we are currently employing 58 women contractors on a gardening service contract at the Union Building to the value of R4,4 million. [highlighted result]

ASMAL: EDUCATION BUDGET VOTE 2000/2001, NCOP

I noted the disjunction between the political responsibility of the Minister of Education for the state of education throughout the country, and the fact that the Minister does not control, or even influence, provincial allocations for education. It is an indisputable consequence of our constitutional arrangements that the Minister of Education controls no provincial education budgets and disposes of no executive power with respect to provincial education. The Council is aware that teacher ... [highlighted result]

The Government's relationship with SOEs should be spelt out in individual shareholder compacts with enterprises, in a framework for corporate governance for all SOEs, and in a clear policy context and programme for restructuring. The two main line functions within the ambit of the activities of the Department of Home Affairs are Migration and Civic Services. ERWIN: TRADE AND INDUSTRY BUDGET VOTE, NCOP

For those of you that participated in the Workshop on small, medium and micro enterprises (SMMEs) in this house last week you will know that the Department of Trade and Industry (DTI) is undertaking a major reorganisation. When an economy exports some 30% of its production and imports a little more in exchange then it is part and parcel of the world economy in all aspects of its economy. I am confident that the interaction between the NCOP and the DTI is entering an exciting new period where ... [highlighted result]

MABUDAFHASI: ENVIRONMENTAL AFFAIRS AND TOURISM BUDGET VOTE 2000/2001, NA

LEKOTA: DEFENCE BUDGET VOTE 2000/2001, NATIONAL ASSEMBLY

The most memorable record of South Africa's defence capability in recent times was the newspaper reportage, radio and television footage, broadcast throughout the world, of the South African National Defence Force personnel and aircraft in action, flying rescue missions in Mozambique. The South African Defence Industry is presently regulated by the White Paper on Defence, the White Paper on the South African Defence Related Industries and the Armscor Act. MDLADLANA: LABOUR BUDGET VOTE 2000/2001, NATIONAL ASSEMBLY

Nowhere is this more challenging than in the labour market - in the market place where people's labour is bought and sold. Another active labour market measure is employment and skills development services, which I will deal with under the theme, employment, productivity and equity promotion, to which I now turn. The key point in relation to both the Skills Development Act and the Employment Equity Act is that the process of plan writing and plan implementation is the means we intend to use ... MADLALA-ROUTLEDGE: STATEMENT DURING DEFENCE BUDGET VOTE 2000/2001, NATIONAL ASSEMBLY

Such an intervention would utilise development interventions to solve what is fundamentally a development crisis. Given the interrelated developmental causes and consequences of complex emergencies, peacekeeping interventions cannot be fully effective unless they are related to a comprehensive strategy, for peace and security, human rights and social and economic development. It is the contention of our Ministry that a socio-economic development intervention could function as a catalyst for ... [highlighted result]
